The Concept of rule of Law implies that it is the law that rules and nothing else.That is governance of the state based on law and not the wishes and feelings of any individual. This is includes the need for the provision of socio-economic amenities such as schools,employment, hospitals , just to mention a few as the basis for ensuring the realisation of the welfare of the citizenry. The rule of law is based on the principles: 1.That the law is supreme. 2.There Certainty of the law, equality before the law and the principle of liberty of the individual Rule of law is very relevant and essential to splendid National Developement and articulate Governance to ensure peace and economic stability in most african countries, if it is been implemented and enforced well.

Political Independence should not be underestimated as bringing easy life and Pesstimistic or Pessimism attitude to work or towards quality work life.But it should be rather viewed as a call for optimistic planning been it short, medium or long term respectively.

Sensitisation at the various countryside communities levels has been identified as one of the most effective strategies at enhancing the quality of education for both girl and boy child.

To duely ensure the effiecient success of decentralisation efforts, a research conducted on girl child education was humbly and strategically compiled which highlighted several impediments to girls access to quality education and respective succesful participation of their various endeavors.

There is the need for leadership of various African countries to be circumspect as one of the component state within the global interdependent world, to endeavor to derose along term strategic plans to minimise its dependence on other countries with less favorable conditions.

Environmental Degradation Occurs when the natural replacement rate of the resource of nature aleady used is exceeded,such that the availability of supply shrinks leading to a deterioration in the quality of the innocent environment.
